This product is a UPS module. The nominal 3.7V lithium battery is used at the battery end. The input voltage can be supplied according to the position of the resistor on the module. The input and output are isolated, and the output is generally equal to the input voltage, because the input and output are isolated by Schottky diodes, so there is a voltage difference of 0.2-0.6V.
